On 14 November 2016, the OFAC published a press release in which it sanctioned (pursuant to Executive Order 13660) six individuals that the U.S. Government holds responsible for or are complicit in the undermining of democratic processes or institutions in Ukraine and/or threaten the peace, security, stability, sovereignty, or territorial integrity of Ukraine. 

In this context, OFAC follows the EU’s blacklisting of these persons last week. The blacklisted individuals all represent the Crimea Region and Sevastopol in the Russian State Duma (Parliament).  Specifically, OFAC blacklisted:

  • Dmitry Belik,
  • Andrey Kozenko,
  • Konstantin Bakharev,
  • Svetlana Savchenko,
  • Ruslan Balbek, and
  • Pavel Shperov. 
As a result of OFAC’s measures, all property and interests in property of the above-listed persons subject to U.S. jurisdiction are blocked, and U.S. persons are generally prohibited from engaging in transactions with them.
